I created an account 113 weeks ago according to my brother's last log query. I have since then forgotten my e-mail address and password. Is there any way that I can get the character deleted so I can create it again?

You can retrieve your password, but only if you have the original email address. Other than that, you have to wait for an idle-purge, which happens once every 2-3 years. The short answer is: No, register again.
