Start Building

1. Extend users '~build_limit' as needed.
2. Wizlog on builder: Starting building project "name" at lot #N.
3. @chown zone parent to builder
   1. @name parent=Lot N (project name): Parent Room
   2. Set: ~Zone/Subzones:no
   3. Set: ~Zone/Title: to name of new zone.
4. @chown entry room
   1. @chown 'out'
5. Rename entry exit (do not @chown)

Finish Building

1. Inspect for:
   1. Rules changes
   2. Rules availability
   3. Technical problems (out goes out, etc)
   4. Descriptions read OK.
   5. Existence of staff
2. LC Entry:
   1. 23 character name.
   2. 47 character description (including tport)
3. Tport #public
   1. Name
   2. Add destination
4. Wizlog opening of area
