I thought I had stated before that encouraging originality was not one of my goals with this policy. It's a common misinterpretation of it, but it's not the case. The primary goal is to keep Disney and it's ilk from coming down on us, and to stop inter-fandom bickering by telling people not to play other peoples characters.
