This will tell the given string to all the players in the room, except for the given player.
If no room argument is given, it is assumed to be the room that the triggering player is in. If no player is given, then it assumes that you want to skip sending the message to the triggering player. If you pass it a player of #-1, it will send the message to all the players in the room.
This returns the message that was sent. If the trigger isn't a room, or an exit on a room, and if the message doesn't already begin with the user's name, then the user's name will be prepended to the message.
