In actuality, according to Wikipedia and some Mayo Clinic articles I looked at, what Clone 13 is experiencing here is more akin to Coprolalia and can be an occasional characteristic of Tourette Syndrom. Again, this is from a casual search, so you might want to do your own research if needing more information.
